FGEHA Signs MoU for New Housing Project on Multan Road, Lahore

FGEHA and Smart City Housing Lahore signed an MoU on 28 October 2026 for a 750-kanal residential project on Multan Road. Here is what the announcement covers, what it leaves out, and why buyers should not pay any booking amount until FGEHA formally launches the project.

The Federal Government Employees Housing Authority has signed an agreement with Smart City Housing Lahore to develop a residential project on Multan Road. The memorandum of understanding, reported on 28 October 2026, covers around 750 kanals and will be built under a turnkey arrangement where the private partner completes and delivers the scheme.

What the announcement leaves out matters just as much. No prices have been announced. No payment plan, no launch date, no plot sizes, and no booking or application process. Anyone collecting money against this project right now is selling something that does not exist yet.

What was actually announced

The announcement rests on a state news wire carried by three outlets. The facts below come from the APP report of 28 October (carried by tezkhabar.tv), with matching coverage in Lead Pakistan and ProPakistani on 29 October.

  • Who signed: FGEHA and Smart City Housing Lahore
  • Signed in the presence of: Director General FGEHA, Captain (Retd.) Zafar Iqbal
  • Signatories: Faiz Umar, Director Joint Venture (for FGEHA); Sardar Adil Umar (for Smart City Housing Lahore)
  • Project: a residential project of around 750 kanals on Multan Road, Lahore
  • Model: End-Product/Turnkey Model, meaning the private partner is responsible for completing and delivering the scheme according to agreed requirements
  • The partner society is described as LDA-approved and located near Bahria Enclave on Multan Road

DG FGEHA said the society had submitted a proposal and is now FGEHA's business partner. He added that the FGEHA Act empowers the authority to acquire land and start residential projects across the country, that the project should expand housing opportunities for federal government employees in Lahore, and that the partnership could grow if more suitable land becomes available.

A memorandum of understanding is a commitment to work together. It is not a launch, and it is not an invitation to book.

What turnkey means for a buyer

Under the turnkey model, Smart City Housing Lahore will develop and deliver the project. FGEHA's role is governance and allotment through its own process, not construction. That distinction matters when problems arise: questions about development pace and delivery sit with the private partner, while FGEHA sets the rules for who gets what.

This is the only published explanation of the model, and it comes from the press coverage. No detailed joint-venture agreement has been published yet.

Three different "Smart City" projects

The name will confuse buyers, and it is worth sorting out before anyone pays a rupee.

| Project | Where | Who | What we know | | Smart City Housing Lahore | Canal Bank Road, near Bahria Enclave, on the Multan Road side | This MoU's partner; dealer pages name Mokal Housing and Blue Group of Companies as its developers | 750-kanal FGEHA joint venture announced 28 Oct 2026; no launch yet | | Lahore Smart City | Near Kala Shah Kaku, Lahore Bypass | FDHL and Habib Rafiq, master planner Surbana Jurong | A separate LDA-approved society; see our price guide to Lahore Smart City | | Capital Smart City | Near the New Islamabad Airport | A separate FGEHA MoU with FDHL, reported 21-22 Oct 2026 | 2,000 kanals under a land-sharing model; not the Lahore project |

No plot sizes, prices, or payment plans have been announced for the FGEHA and Smart City Housing project. A dealer's 2026 plan table for the society's own existing plots (1 kanal at Rs 15.5 million on a 42-month plan, reported by jaga.pk) belongs to the society's separate scheme, not to the FGEHA joint venture. Do not treat it as the JV project's price.

This is FGEHA's second attempt on Multan Road

FGEHA has been here before. In 2021, its Executive Board closed a joint-venture agreement with M/s Ishaq and Sons for "FGEHA Heights," an apartment project on Multan Road in Mouza Mango-O-Tare, Raiwind. The authority's own public notice, still live on fgeha.gov.pk, gives the reason plainly: the response was not encouraging and insufficient funds were collected to start the project. Members who had received provisional offer letters were shifted to FGEHA's Lifestyle Residency project on Bedian Road, subject to their consent.

This is not a prediction about the new project. It is a fact about the old one, and the lesson is simple: an agreement to develop is not a developed project. Wait for the formal launch.

Fraud watch: the impostor problem is real

On 9 October 2026, FGEHA publicly disowned an unauthorized document circulating about its Park Road and Margalla Orchard scheme and warned stakeholders not to rely on it, particularly by making payments or entering into transactions. FGEHA's own website also carries a standing warning that a fake site, fgeha.org, imitates the official fgeha.gov.pk and may be used to deceive buyers.

New project announcements are prime territory for this kind of fraud. A dealer waving a "booking form" for a project whose prices have not even been announced is the oldest pattern in the book. The rule is simple: treat fgeha.gov.pk as the only source of truth for FGEHA launches, and treat any payment request before a formal launch as a scam.

Who is this project meant for?

DG FGEHA framed the project around housing opportunities for federal government employees in Lahore. FGEHA's joint ventures sometimes extend to other eligible members, but no allotment criteria, quota, or application process has been announced for this project. Until FGEHA publishes those details, any claim about who can apply is speculation.

Overseas Pakistanis, who often get targeted first when a federal project is announced, should be especially careful. Our guide for overseas Pakistanis buying in Lahore covers the remote-buying safeguards in detail, and the same rule applies here: verify, then pay, and only to an authorized channel.

A checklist before this or any new project

  1. Wait for FGEHA's formal launch announcement on fgeha.gov.pk, with prices, plot sizes, and eligibility in writing.
  2. Confirm who you are paying. Allotments in FGEHA projects go through FGEHA's own channels, not a dealer's personal account.
  3. Verify the society's own standing separately. Dealer pages report that Smart City Housing Lahore holds a final LDA approval for 745.05 kanals covering Blocks A to D, but the authority's own approved-schemes page should be checked directly.
  4. Keep every payment receipt and demand letter. In 2021, the FGEHA Heights members who held proper paperwork were the ones who could be shifted to another project.
  5. Benchmark any quoted price before you negotiate. If someone quotes you a rate for an existing plot in the society's developed blocks, you can check your plot's estimated value against current market data first.

Frequently asked questions

Is the FGEHA and Smart City Housing Lahore project launched?

No. Only an MoU was signed on 28 October 2026. No launch, booking, price, or plot-size announcement has followed.

Can I book a plot or file in this project?

No. Nothing is open for booking. Do not pay anyone claiming to sell bookings against it.

Is Smart City Housing Lahore the same as Lahore Smart City?

No. Smart City Housing Lahore sits near Bahria Enclave on the Multan Road side, while Lahore Smart City is near Kala Shah Kaku on the Lahore Bypass. They are different societies with different developers.

Will FGEHA itself build the project?

No. Under the announced turnkey model, the private partner develops and delivers the scheme. FGEHA governs the allotment process.

How will I know when booking actually opens?

FGEHA will announce it through its official channels, starting with fgeha.gov.pk. This article will be updated when that happens.

The bottom line

A federal authority signing an MoU with an LDA-approved society for 750 kanals on Multan Road is genuinely worth watching. But watching is the right verb. The announcement contains no price, no plan, and no launch, and FGEHA's own history on Multan Road shows agreements can stall before a single plot is allotted. Keep your money until the authority asks for it officially, and verify everything else against the authority's own pages.
