How Overseas Pakistanis Buy Property in Lahore: A 2026 Guide
You do not need to fly to Lahore to buy property there. Overseas Pakistanis can get the filer tax rate through a NICOP-based concession, buy through a Roshan Digital Account, and handle transfer with an attested power of attorney. This guide covers the taxes, paperwork and fraud checks.

How Overseas Pakistanis Buy Property in Lahore: A 2026 Guide
You can buy a plot or house in Lahore without ever boarding a flight. Every year, overseas Pakistanis do exactly that, and the system is built to allow it. What trips most people up is not the purchase itself but three things around it: paying the right tax instead of the penal rate, setting up the paperwork so a transfer is legally valid, and sending the money through a channel that protects you.
This guide covers all three, with the current rules as they stand in October 2026.
Start with the tax question, because it decides your budget
Pakistani property transfers carry federal advance taxes that depend heavily on filer status. An overseas buyer who simply shows up as a non-filer can pay many times more than necessary, which is why this comes first.
What a buyer pays: Section 236K
Section 236K is the federal advance tax collected from the buyer at transfer. For tax year 2026-27 the rates are:
| Buyer status | Rate on property value |
|---|---|
| Active filer | 1.25% flat |
| Non-filer, property up to Rs 50 million | 10.5% |
| Non-filer, Rs 50 to 100 million | 14.5% |
| Non-filer, above Rs 100 million | 18.5% |
On a Rs 50 million plot, that is Rs 625,000 at the filer rate against Rs 5.25 million at the non-filer rate. The gap is the single most expensive mistake an overseas buyer can make.
What a seller pays: Section 236C
The mirror tax, collected from the seller at transfer: 2.75% flat for active filers, 11.5% for non-filers. This is an advance tax, adjustable against your annual tax return in most cases.
The overseas Pakistani concession
Here is the part most people abroad never hear. Under FBR guidance issued in July 2025, overseas Pakistanis pay these property taxes at the filer rate even as non-filers, provided they hold a valid NICOP or Pakistan Origin Card and stayed in Pakistan for fewer than 183 days in the financial year.
The procedure runs through the FBR portal: the registering authority (the registrar or the housing society) opens the "Overseas Pakistanis" section, generates a payment slip (PSID), and the buyer declares the NICOP or POC number with a scanned copy and evidence of non-resident status. The slip goes to the concerned Commissioner for approval through the IRIS system, and after approval the tax is paid at the filer rate.
Three things to get right in practice. Keep your NICOP valid and carry it. Keep documentation of your stay, because passport stamps are the usual proof of the under-183-day condition. And start the PSID process early, since Commissioner approval is a step in the chain rather than an instant receipt. FBR introduced this mechanism in July 2025; confirm the portal flow on the FBR website before your transfer date, because the process can change.

The Roshan Digital Account route: buying without travelling
If you hold a Roshan Digital Account, the State Bank's Roshan Apna Ghar facility is the most purpose-built path for buying property from abroad. It is designed specifically for non-resident Pakistanis and POC holders and is live now.
How it works: you buy directly through a participating bank's Roshan Apna Ghar page using your own funds, or take bank financing, conventional or Shariah-compliant, on tenors of 3 to 25 years. You select the property, upload the title documents, and nominate a person in Pakistan to handle the formalities. The bank then does its own property valuation and screens the seller before releasing payment. No physical presence is required; the sale deed can be executed as an ex-parte transaction, and you appear in person or use a Special Power of Attorney only where a mortgage deed is involved.
Two features matter beyond the convenience. Investments through RDAs are fully repatriable, so sale proceeds can leave the country through banking channels. And taxation is final: where the property was acquired through the Foreign Currency Value Account or NRP Rupee Value Account behind the RDA, the 236K tax collected from the buyer and the 236C collected from the seller are each a final discharge of tax liability, meaning no separate capital gains computation is due on the section-37 gain for that sale.
One practical discipline: keep your electronic Proceeds Realisation Certificates. Banks auto-issue e-PRCs when foreign funds land in your account, and they are the standard verifiable proof that your money arrived from abroad.
Power of attorney: the part where remote deals most often break
Outside the RDA route, most overseas buyers act through an attorney in Pakistan. A power of attorney signed abroad is only useful for property if it goes through the full attestation chain:
- Sign it in person at the Pakistani embassy or consulate, with your passport, CNIC or NICOP and photographs. Every page is signed.
- Have it counter-attested by Pakistan's Ministry of Foreign Affairs. The attorney presents it in Pakistan with their original CNIC; MOFA has a camp office in Lahore.
- Register it at the Sub-Registrar's office in the district where the property sits. An unregistered POA for property has no legal standing.
Use a Special Power of Attorney, narrowly scoped to the exact property and transaction, rather than a General POA. A general one hands your attorney far more authority than the deal needs, and that is where fraud stories usually begin.
NADRA offers a digital alternative at poa.nadra.gov.pk: apply from abroad with your CNIC, NICOP or POC, complete biometric verification and a video interview with a consular officer, and receive a trackable ID that anyone can verify on NADRA's portal. Separately, the Punjab Land Records Authority has piloted an e-registry service for overseas Pakistanis, starting in London, that routes verification through MOFA and NADRA biometrics and removes the POA requirement altogether. Check whether it has extended to your country before deciding which route to take.
What DHA Lahore asks from buyers and sellers abroad
DHA Lahore publishes its own document lists for foreign transfers, and they are worth reading before you start because they are specific. Where the purchaser is abroad, the published list calls for an attested CNIC copy, attested passport and visa pages with exit and entry stamps, attested passport-size photographs, and an undertaking on Rs 300 e-stamp paper by the purchaser's representative, attested by an Oath Commissioner. Where the seller is abroad, the transfer documents are attested at the Pakistani embassy or consulate and then verified at the MOFA camp office in Lahore before submission at the DHA Transfer Branch in Phase VI.
One standing rule across DHA deals: get the No Demand Certificate. It confirms the seller has no outstanding dues, development charges or utility bills, and you should not complete a transfer without seeing one.
Punjab stamp duty and the FBR valuation tables
Stamp duty in Punjab is calculated on the sale deed and sits entirely separate from the federal taxes. For a housing-society plot anywhere in Lahore, the urban rate of 2% of the property value applies; the 2026 amendment that cut the rural rate from 3% to 1% left the urban rate unchanged. It is charged on whichever is higher: your declared price or the District Collector's official rate for that location. Registration adds a small extra stamp duty, Rs 500 up to Rs 500,000 of value and Rs 1,000 above it.
There is no separate stamp-duty schedule for overseas buyers in the provisions; the duty is levied on the instrument and its value. What does move the number is the FBR valuation table for the area, which sets the base for 236K and 236C. Lahore's table was amended in May 2026, with the DHA rows widely reported as cut by up to 30%, so the tax base for a DHA transfer may now be lower than the table your agent remembers from last year. Always check the current table on the transaction date.
Punjab has also added OTP verification for stamp-duty challans, with email-based OTP available for overseas Pakistanis. Generate your challans yourself through the official e-stamping portal rather than accepting a paper copy from anyone.
Two 2026 developments that help non-resident owners
Section 7E is gone. The deemed rental income tax on immovable property above Rs 25 million, introduced in 2022, was struck down as unconstitutional by the Federal Constitutional Court on 7 May 2026, void from the start. All pending 7E proceedings were set aside. If you own idle property in Lahore and live abroad, no deemed-income tax is payable on it.
Section 114C does not apply to you. The Finance Act 2025 introduced a rule barring ineligible persons from property deals above Rs 100 million in fair market value. FBR's own circular confirms the restriction does not apply to non-resident persons. Its implementation is in any case pending a Federal Government notification.
On capital gains: for property acquired on or after 1 July 2024 there is no holding-period benefit. Active filers pay a flat 15% of the net gain, and non-filers face at least 15% under the normal income-tax regime. The rate makes no distinction between residents and non-residents. The exception is the RDA route described above, where the 236C collected at transfer is the final tax instead of a section-37 computation.
A fraud checklist built for distance
- Get the Fard Baraye Bay with your own name and CNIC on it. Since February 2026 the Punjab Land Records Authority requires the buyer's name and CNIC on the Fard, which blocks reused or duplicate Fards. Insist on it.
- Check the mutation, not just the sale deed. A deed alone does not put your name in the land record; confirm the mutation is actually entered after registration.
- Verify any POA independently, whether it is yours or the seller's. Check NADRA's POA tracking ID and confirm the MOFA counter-attestation, ideally through the QR code or serial.
- Insist on written dues clearance. For DHA, that is the No Demand Certificate; for other societies, a dues-clearance letter from the society office.
- Pay through documented banking channels. Beyond the tax benefits, a bank-channeled payment is the money trail FBR and the courts expect to see.
- Confirm the society's NOC and approval with the right authority, and cross-check the phase and plot number, not just the society name.
- Get an independent read on value before you negotiate. Distance makes it easier to overpay, so check your property's estimated value against current market data before agreeing on a price.
Estimate your Lahore property value before you commit
Buying from abroad means you cannot walk the street, ask the neighbours or read the block the way a local buyer does. An evidence-based estimate closes part of that gap: enter the society, phase, block, size and property details, and Shakir Estate's AI Property Value Estimator returns a market range with the rate per marla and the evidence behind it.
AI valuations are estimates based on available market information and property inputs. Actual sale value can vary according to exact location, condition, plot orientation, street width, development status, demand, documentation and negotiation. Treat the estimate as your starting point, then get a professional opinion before you transfer any money.
Frequently asked questions
Can an overseas Pakistani buy property in Pakistan without visiting?
Yes. Through a Roshan Digital Account and the State Bank's Roshan Apna Ghar facility you can buy directly with the bank's valuation and seller screening. Alternatively, a properly attested and registered Special Power of Attorney lets an attorney act for you at the transfer.
Do overseas Pakistanis pay tax at the filer or non-filer rate?
At the filer rate, under FBR guidance from July 2025: NICOP or Pakistan Origin Card holders who stay in Pakistan fewer than 183 days in the financial year get filer rates on Sections 236K and 236C even as non-filers, through the FBR portal's Overseas Pakistanis PSID process with Commissioner approval.
What documents does DHA Lahore need if the buyer is abroad?
DHA's published list for a purchaser abroad includes an attested CNIC copy, attested passport and visa pages with exit and entry stamps, attested passport-size photographs, and an undertaking on Rs 300 e-stamp paper by the purchaser's representative attested by an Oath Commissioner.
Is a General Power of Attorney enough to sell my Lahore property?
It should not be used for property. Use a Special Power of Attorney limited to the specific property and transaction, attested at the embassy, counter-attested by the Ministry of Foreign Affairs, and registered at the Sub-Registrar's office. NADRA's digital POA is an alternative.
Do I owe tax on an empty plot I own in Lahore while living abroad?
No deemed-income tax. Section 7E, which taxed idle property above Rs 25 million, was struck down as unconstitutional by the Federal Constitutional Court in May 2026, and all proceedings under it were voided. Capital gains tax still applies when you sell, at the rates described above.
Is the money I bring in for the purchase repatriable?
Investments made through a Roshan Digital Account are fully repatriable under State Bank rules. Keep your electronic Proceeds Realisation Certificates as proof the funds arrived from abroad.
A final word
The overseas buyer who gets into trouble in Lahore is rarely cheated by the market. The trouble comes from the three avoidable mistakes: paying non-filer taxes that a NICOP concession would have reduced, using a power of attorney that was never properly attested and registered, and sending money through channels that leave no trail. Get the PSID process started early, keep your documents valid, verify the society and the dues in writing, and check the price against real comparables before you commit.
