DHA Phase 13 Lahore File Rates: What You're Actually Buying
DHA Phase 13 Lahore has no balloted plots yet: only allocation files trade, in three sizes. Here are the verified October 2026 file rates from dealer boards, the real transfer-cost stack, and the listing traps that catch most first-time buyers.

DHA Phase 13 Lahore File Rates: What You're Actually Buying
If you're shopping for property in DHA Phase 13 Lahore, get one thing straight before anything else: there are no plots to buy yet. Phase 13 is pre-ballot, so everything on the market is a file, and in practice that means allocation files only. The dealer rate boards tracked on 30 October 2026 show 5 marla files at Rs 17.5 to 18.5 lakh, 10 marla at Rs 28 to 29 lakh, and 1 kanal at Rs 56 to 57 lakh. Those are asking prices quoted by dealers, not completed transactions, and they make Phase 13 the cheapest entry into DHA Lahore right now.
The short version
Phase 13 Lahore is the renamed DHA City Lahore, the project DHA took over completely after the court and NAB proceedings against the original private developer. It sits near Thokar Niaz Baig, off Kacha Band Road. Transfers have been open since 1 August 2019. Three residential file sizes trade: 5 marla, 10 marla and 1 kanal. There is no 2 kanal product, no numbered plots, and no blocks or sectors assigned yet. Files trade at 100 percent cash; no installment plan is on offer.
One naming trap to clear at the start: DHA City Karachi is a separate mega-project on the Malir and Superhighway corridor. Any listing mentioning Karachi, Malir, Gadap or the Superhighway is not Phase 13 Lahore.
File rates, verified 30 October 2026
Every figure below comes from two independent research pulls on the same day, reconciled to their intersection. Single-source claims and older snapshots were excluded from the bands.
| File size | Allocation file (asking) | Per marla |
|---|---|---|
| 5 Marla | Rs 17.5 to 18.5 lakh | Rs 350,000 to 360,000 |
| 10 Marla | Rs 28 to 29 lakh | Rs 280,000 to 290,000 |
| 1 Kanal | Rs 56 to 57 lakh | Rs 280,000 to 285,000 |
The board readings behind these bands: eproperty.pk's daily table carried a 29 October row (5M Rs 17.5L, 10M Rs 28L, 1K Rs 56.25L); bodlabrothers.com, updated around 27 October, marked all three sizes stable at Rs 18L, Rs 28.15L and Rs 57L; the dharealestate.pk 5 October board (via saiban.pk's October guide) read 18L, 28.5L and 57L; the Lahore Real Estate October read showed Rs 17.75L, Rs 28.75L and Rs 57L; and a YouTube file-rate matrix from around 19 October showed Rs 17.5L, Rs 27.85L and Rs 56L, the 10 marla figure sitting just under the band as a mild outlier.
Notice the September comparison: bodlabrothers' own change log from 30 September showed 5 marla at Rs 18.75L and 10 marla at Rs 29L. October's boards sit a touch lower, so the market is stable to slightly soft, not rising. Anyone telling you Phase 13 files "jumped into the 2.1 to 2.2 million bracket" for 5 marla, as one undated marketing article claims, is running roughly 15 to 25 percent above every verifiable board. That piece reads like dealer promotion, not data.
Reading the per-marla numbers
The per-marla column tells a familiar DHA story. Five marla files carry a premium, Rs 350,000 to 360,000 per marla, while 10 marla and 1 kanal sit near parity at roughly Rs 280,000 to 290,000 per marla. Small cuts always cost more per marla; the premium buys liquidity and a lower absolute ticket. What matters here is that the 10 marla to 1 kanal relationship is flat, so the step up from 10 marla to a full kanal buys double the land at nearly the same per-marla price.
What an allocation file actually is
A file is paper that entitles the holder to a plot that does not exist yet in numbered form. In Phase 13 the only paper trading is the allocation file, which moves through DHA's regular transfer path: an NDC first, both buyer and seller present at the DHA office with biometrics, the buyer on the active filer list, then the full transfer fee and tax stack, usually within one to two weeks. If you want the mechanics explained in depth, our guide to open form property files in Lahore covers affidavit versus allocation paper in detail.
Two things Phase 13 does not have: a quoted affidavit market (no public source lists affidavit rates for this phase, so do not import affidavit spreads from other phases), and balloted plots. Any "plot" price you see quoted for Phase 13 is a file price. If a listing shows you a plot number, it is either a different phase or a fabrication.
The real transfer-cost stack
The file price is not the acquisition cost. eproperty.pk's published transfer schedule (effective 1 July 2026) lists the FBR/DC values used for tax math in Phase 13 as Rs 1,024,800 for 5 marla, Rs 2,049,600 for 10 marla, and Rs 4,099,200 for 1 kanal. These are posted on the dealer's schedule page, not copied from the FBR gazette itself, so confirm the current figures at the counter before budgeting.
The same schedule shows, for a 5 marla file: transfer fee Rs 12,500, membership fee Rs 75,000, stamp duty 2 percent on the DC value, and advance tax 1.25 percent for filers. Run a quick example on a 5 marla file at Rs 18L. Stamp duty at 2 percent of the Rs 1,024,800 DC value is about Rs 20,500; advance tax at 1.25 percent is about Rs 12,800. Add the Rs 12,500 transfer fee and Rs 75,000 membership, and you are looking at roughly Rs 1.2L on top of the file price, before any dealer commission.
Why it is the cheapest DHA entry point
Compare with Phase 10, the other big DHA file market, where our research this month found allocation files at Rs 26.25L for 5 marla, Rs 46.25 to 46.5L for 10 marla, and Rs 86 to 88.5L for 1 kanal. Phase 13's 5 marla file costs roughly a third less than Phase 10's. The discount is not a bargain in disguise; it prices the reality that Phase 13 has no balloted plot, no sector, and development still ahead of it. Our DHA Phase 10 file rates guide lets you compare the two file markets side by side.
Listing traps, with names
The Karachi collision. "DHA City" listings for Karachi's Malir corridor pollute every Phase 13 search. Phase 13 Lahore means "ex DHA City Lahore" near Thokar Niaz Baig. Check the city before the price.
Stale cards dressed as fresh. dharealestate.pk hosts rate pages going back to 2019. Search snippets may show a recent crawl date, but the page's own update date is what matters. Cards reading "Buyer at 18.50L" from 2019 and 2020 still surface in results.
Pump posts. Forum threads and "second golden chance" style articles push figures 10 to 20 percent above the boards (5M at Rs 2.1 to 2.2M, 10M toward Rs 3.3M) with no verifiable asks attached. Dealer marketing copy is not data.
File sold as plot. Phase 13 has no numbered plots and no blocks. Treat any listing showing a plot number with deep suspicion.
Imported affidavit math. Affidavit files trade at a premium in Phase 10, but no source publicly quotes Phase 13 affidavit rates. Do not borrow another phase's spread.
"Buyer at" versus asking. Old cards marked "Buyer at" are bid indications from the past, not current asking prices.
The freshness illusion. A rate page whose header says "updated 126 days ago" can still contain a current daily table. In October's eproperty page, the 29 October dated row was the live element. Judge freshness by the dated row, not the page stamp.
Before any payment, run the standard verification: DHA's own verification channel, the Fard and dues position, and a clear paper trail. Our checklist for verifying housing society legality in Lahore and the DHA plot transfer process guide walk through the steps.
What this costs beyond the file
The tax side of the transaction follows the same rules as the rest of DHA Lahore: advance tax under sections 236K and 236C on the higher of the declared or FBR value, stamp duty on the DC value, and the DHA fee schedule. Our Pakistan property tax guide breaks down every line item with worked examples, and how plot valuation works in Pakistan explains why asking prices and FBR values can differ so sharply.
A note on valuation
Phase 13 files sit in a gap the estimator cannot fill precisely. Shakir Estate's AI Property Value Estimator works from block-level comparables, and Phase 13 has no blocks yet, so it cannot price the file itself. What it can do is benchmark what developed DHA plots cost per marla, which tells you whether the file's per-marla rate leaves a sensible margin for development risk and waiting time. AI valuations are estimates based on available market information and property inputs; actual sale value varies with exact location, development status, documentation and negotiation.
Frequently asked questions
Is DHA Phase 13 the same as DHA City Karachi? No. DHA City Karachi is a separate project on the Malir and Superhighway corridor. Phase 13 Lahore is the renamed DHA City Lahore near Thokar Niaz Baig, now fully controlled by DHA after court and NAB proceedings against the original developer.
Can I buy a numbered plot in Phase 13? Not yet. The project is pre-ballot, so no plot numbers, blocks or sectors have been assigned. Only allocation files trade.
Do I need to be an active filer to buy a Phase 13 file? Yes. Allocation transfers go through DHA's regular path, which needs both parties present at the DHA office and the buyer on the active filer list.
What sizes are available in Phase 13? 5 marla, 10 marla and 1 kanal files. There is no 2 kanal product and no commercial file market quoted publicly.
What are the development charges? Unconfirmed. Older dealer posts mentioned ballpark figures, but nothing current and verified is published. Ask for the development-charge position in writing before paying a token.
Is Rs 17.5 to 18.5L a good price for a 5 marla file? That is the current dealer-board range, so a quote inside it is in line with the market. A quote well below it is likely a stale card, a different product, or a bait ad; verify by phone before visiting.
The bottom line
Phase 13 is the cheapest way to hold a DHA Lahore file, and the cheapest entry comes with the thinnest certainty: no plot number, no sector, development charges still to come. The board rates are honest if you read them as what they are, asking prices for paper, and the traps all come from listings that pretend the paper is something else. Price the file against the boards, add the transfer stack and the future development charges, and only then decide whether the discount over Phase 10 is worth the wait.
