SBP Raises Interest Rate to 12%: What It Means for Lahore Home Loans
The State Bank raised the policy rate from 11.5% to 12% on 26 October 2026, effective today. For Lahore buyers, the question is what happens to floating home loan instalments at their next reset date, and how far the fixed 5% Apna Ghar scheme still shelters first-time buyers.

SBP Raises Interest Rate to 12%: What It Means for Lahore Home Loans
The State Bank of Pakistan raised its policy rate by half a percentage point on Monday 26 October 2026, from 11.5% to 12%, effective today, Tuesday 27 October. Nine of the ten Monetary Policy Committee members voted for the increase. The one dissenter wanted a larger rise, not a hold or a cut.
If you are buying a house in Lahore with borrowed money, that headline number is not your loan rate. It is the rate that steers the rest of the system, and it reaches your monthly instalment through a slower, more specific route. This article explains that route, what changes and what does not, and the questions to ask your bank before you sign.

The decision facts below are drawn from the State Bank's monetary policy statement of 26 October 2026 as reported by Tribune, Geo, Profit and Times of Karachi. No bank had announced a post-hike change to its own home loan rates at the time of writing, so no such change is claimed here.

This is the first increase after three consecutive holds. The committee raised the rate to 11.5% in April 2026, held it through the June, July and September meetings, and has now moved again.
Why the State Bank moved
The committee said the inflation outlook had worsened since its September assessment. Two drivers did most of the work. The Middle East conflict has intensified with little prospect of a quick resolution, keeping global energy prices persistently high, with oil above $100 a barrel cited by the governor. At home, wheat supply frictions have pushed wheat and wheat product prices up over recent months.
September headline inflation came in at 10.3% year on year, above what the committee had expected, with core inflation around 8.4%. The stated aim of the hike is to keep inflation expectations anchored, contain second round effects from the supply shock, and bring inflation back inside the medium term target range of 5% to 7%.
Growth expectations did not move with the rate. The committee kept its FY27 real GDP growth projection at 3.5% to 4.5% and described the growth and external outlooks as broadly unchanged, with risks higher.
What happens to an existing floating home loan
Most Pakistani bank home loans are priced off KIBOR, usually the one year KIBOR offer rate, plus the bank's own spread. That structure matters because of one practical detail: a floating loan does not reprice every day. It reprices on its reset date, typically every six months or every year depending on the agreement.
So if you already hold a floating loan, your instalment does not change the morning after the decision. It changes at your next reset, and only to the extent that KIBOR has moved by then. Check two things in your agreement this week: which KIBOR tenor your loan tracks, and when the next reset falls. Those two facts tell you more about your next instalment than any headline about the policy rate.
One caution on the numbers. A KIBOR snapshot compiled from the State Bank's 26 October data put the one year offer rate at 12.79%, with the three month offer at 12.03% and the six month offer at 12.45%. That snapshot predates any market pass through of the hike itself, so later prints may differ. Treat it as a starting point for arithmetic, not as a rate your bank will charge.
What happens to a new borrower
A new floating loan is priced on the KIBOR and spread prevailing when the bank writes it. On the arithmetic in the table below, the gap between subsidised money and market money is now the story of the Lahore mortgage market, and the hike widens it rather than closing it.
| Loan of Rs 10 million over 20 years | Monthly instalment | Total paid over 20 years |
|---|---|---|
| 5% fixed, Apna Ghar scheme | Rs 65,996 | Rs 15.84 million |
| 15.79% illustrative market rate | Rs 137,552 | Rs 33.01 million |
The illustrative market figure is built transparently: the 12.79% one year KIBOR offer rate from the 26 October snapshot plus a 3% spread, the spread commonly published for salaried home loans. It is an illustration, not a quote from any bank, and your actual rate will depend on your bank, your spread, the KIBOR tenor in your agreement and your reset date. Fees, taxes and insurance are not included in either row.
The difference is about Rs 71,557 a month, or roughly Rs 17.17 million over the full 20 years. That is why the first question for an eligible first-time buyer is not which bank to approach, but whether the subsidised route is open to them at all.
The 5% Apna Ghar scheme is unchanged
The hike does not touch the Wazir-e-Azam Apna Ghar Programme. Its rate is fixed by the scheme's own terms, not by the policy rate, and no announcement tied the scheme rate to this decision. The verified terms remain:
- Up to Rs 10 million, fixed at 5% for the first ten years
- Tenor up to 20 years, with 90% financing and a 10% borrower contribution
- First-time buyers only, for a house up to 10 marla or a flat up to 1,500 square feet
- No processing fee and no prepayment penalty
- Banks must respond within 15 working days
After the first ten years the rate switches to one year KIBOR plus 3%, according to scheme guides, so confirm the year eleven pricing in writing with your lender rather than assuming the 5% runs for the whole loan.
There is one honest warning about the scheme. Approval is not disbursement. At a prime minister chaired review on 14 October, 75,198 loans totalling Rs 448 billion had been approved, but only about Rs 76 billion had actually been disbursed to around 14,000 borrowers. If you qualify, apply early and keep chasing the file, because the queue is real.
What did not change
It is worth being clear about what this decision leaves alone, because rate news tends to get overstated in both directions.
- The Apna Ghar 5% rate for the first ten years is unchanged.
- The inflation target range of 5% to 7% is unchanged.
- The FY27 growth projection of 3.5% to 4.5% was maintained, not revised.
- No new housing finance rule was announced with this decision. The wider mortgage easing, a 30 year maximum tenor, 90% loan to value and a 65% cap on total monthly payments against net disposable income, came in a separate August 2026 revision and is covered in our home loan guide for Lahore.
- Existing floating instalments do not move until their reset dates.
What to check before you borrow now
Run through these with your bank, in writing, before paying any booking amount on the strength of a loan.
- Your reset date and KIBOR tenor. A loan resetting in November behaves differently from one resetting next June. Ask for both, and for the spread that will apply at reset.
- The full cost, not the headline rate. Processing, valuation, legal charges and takaful or insurance can add up. Apna Ghar charges no processing fee and no prepayment penalty, while regular loans vary.
- Year eleven pricing on a subsidised loan. The 5% period ends after ten years. Make sure the switch to KIBOR plus 3% is in the agreement you sign.
- The 65% income rule. Under the August rules, total monthly payments across all your loans cannot exceed 65% of net disposable income. Test your instalment against take home pay, not gross salary.
- Whether the property itself qualifies. Banks finance legal, developed, properly documented property. An unapproved society kills the loan before it starts, whatever the rate.
- Whether the price supports the loan. A loan is only as good as the property behind it. You can estimate your Lahore property value with current block level data before the bank's valuer does it for you.

What to watch next
The next Monetary Policy Committee meeting is scheduled for 14 December 2026 under the State Bank's advance FY27 calendar. Before that, the October inflation print will land, and it will shape the December debate far more than today's commentary. For a borrower, the more immediate dates are personal: your own reset date, and the day your bank confirms your rate in writing.
Our rent or buy guide still frames the wider choice, and it is worth rereading now that its pending decision has landed: the subsidised loan still makes buying cheaper per month than renting a comparable full house for those who qualify, up to the Rs 10 million cap, while everyone else faces market pricing that has just become a little dearer. The property tax guide covers the transfer taxes that sit on top of any purchase, and our house valuation guide explains how to sanity check a price before borrowing against it.
Frequently asked questions
Does my home loan instalment go up tomorrow?
No, not automatically. Floating loans reprice at their reset dates. Your next instalment depends on KIBOR at that reset and on your bank's spread, not on the policy rate announcement alone.
Is the 5% Apna Ghar loan still available?
Yes, on the verified terms above. It is limited to first-time buyers, houses up to 10 marla and flats up to 1,500 square feet, and loans up to Rs 10 million. Expect a queue between approval and disbursement.
Should I fix or float right now?
There is no universal answer. A fixed subsidised rate protects your instalment for ten years if you qualify. A floating market loan can move in either direction, and after a hike the direction of travel deserves a hard look before you commit. Compare total cost over the period you expect to hold the loan, not just the first year's instalment.
Does the hike change Lahore house prices?
No verified Lahore price effect from this decision was found at the time of writing, and none is claimed here. Prices move on supply, demand, location and documentation, and a single 50 basis point move is a small input next to those.
When is the next rate decision?
14 December 2026, under the State Bank's advance FY27 calendar. The October inflation print, due before then, is the data point to watch first.
The bottom line
A 50 basis point hike is a modest move with an uneven effect. It leaves the subsidised borrower untouched for now, nudges the market borrower dearer at their next reset, and sharpens a divide that already defined Lahore borrowing: 5% money for eligible first-time buyers, and market pricing for everyone else. If you are in the first group, the scheme matters more than ever. If you are in the second, your reset date and your spread matter more than the headline.
