How to Transfer a Plot in DHA Lahore: Documents, Fees and Timeline
Transferring a DHA Lahore plot runs through the NDC, a transfer appointment with biometric verification, and a new letter in the buyer's name. This guide sets out the documents, the July 2025 fee schedule, and the timelines to plan around.

How to Transfer a Plot in DHA Lahore: Documents, Fees and Timeline
A DHA Lahore plot changes hands at the Transfer Branch, not at the dealer's desk. The seller first clears the plot through a No Demand Certificate, both parties then attend an appointment with biometric verification, and the buyer collects a new letter in their own name after submitting the transfer documents. Miss one piece of that chain and the file sits still, sometimes for weeks.
This guide walks through the sequence, the document set, DHA's own charges under the schedule in force since 1 July 2025, and the timelines that actually govern the process. Government taxes are summarised only briefly here, because they are covered in full in our property tax guide.

The short version
- The transfer starts with the NDC. DHA confirms there are no outstanding dues or objections on the plot, and the NDC itself costs nothing.
- Both seller and buyer attend the transfer appointment in person and pass biometric verification.
- Transfer documents must be submitted within 30 days of the transfer, and the new letter follows after that submission.
- DHA's own transfer fee for a residential plot is Rs 52,500 for 5 marla, Rs 105,000 for 10 marla, Rs 210,000 for 1 kanal and Rs 420,000 for 2 kanal, plus a Rs 10,500 sports fund on every transfer.
- The buyer also pays a membership fee: Rs 75,000 for 5, 8 or 10 marla, Rs 150,000 for 1 kanal and Rs 200,000 for 2 kanal.
- Government taxes sit on top of DHA's charges and are calculated on valuation tables, not on whatever price the parties write on the deed.
The transfer, step by step
Transfers are handled at DHA Lahore's Transfer Branch and Customer Care Centre at the Main Office Complex, Sector A, Phase VI. The sequence below follows DHA's own published procedure.
- Verify before you pay, if you want the safety net. A verification form can be submitted at DHA Reception with a copy of the allocation, intimation or allotment letter, a copy of the owner's CNIC and the paid verification voucher. DHA's procedure says the completed verification is collected the next day. The fee itself is one of the few figures sources disagree on, and it is flagged honestly below rather than quoted as settled.
- The seller applies for the NDC. This is the first step of the transfer itself on every source. The seller collects the NDC request form at Reception and submits it with the documents listed below to the Customer Services Officer. If the set is complete, DHA issues a receipt stating the NDC availability date.
- Clear the dues. On the date on the NDC receipt, the seller collects payment vouchers from the DHA Finance counters, pays them at the bank, and submits copies of all paid vouchers, including the transfer fee, plus the IT-5 form and the paid advance tax voucher at the NDC counters. For an open possession plot, the Building Control Branch arranges a surveyor visit and dues clearance first. Paid transfer fee and dues copies must reach DHA at least two days before the transfer date.
- Get the transfer appointment. The completed transfer document set is taken to the Customer Care Centre, which fixes a date and time.
- Transfer day. Seller and buyer both attend in person at the Transfer Branch. Biometric verification for both parties is mandatory before the transfer is executed.
- Submit the documents within 30 days of transfer. The set goes back to the Customer Care Centre with all paid government charges and the DHA membership fee. The officer endorses the set and issues a receipt.
- Collect the new letter. The buyer returns on the given date with the receipt and original CNIC and collects the allocation, intimation or transfer letter in their own name.
Before agreeing a price, it helps to have an independent sense of what the plot is worth, since the transfer fee, the taxes and the negotiation all sit on different numbers. You can estimate your DHA plot's value with current market data and compare it with the asking price before the NDC stage begins.
Documents you will need
The core set below comes from DHA's own published transfer procedure, and it is worth assembling before the NDC application rather than during it.
From the seller, to be surrendered at transfer:
- The original allocation, intimation, allotment or transfer letter, surrendered so a new letter can issue in the buyer's name
- The original NOC from GHQ, where applicable
- For Phases 1 to 4, the original sale deed where applicable; for Phase 5 and Phase 8 (excluding Park View), the original share certificate where applicable
- A forwarding letter and transfer application giving the sale details and the list of documents, with the seller's signatures
From both parties:
- Attested photocopies of the seller's and buyer's CNICs
- Transfer affidavits duly attested by the Oath Commissioner
- Undertakings by the purchaser, and by the seller under DHA's specimen forms
- Attested passport size photographs of the buyer with a blue background
- The Associate Membership form for the buyer, with the paid membership challan
Tax and clearance forms:
- The NDC confirmation and the paid dues vouchers
- IT-5 and CVT-1 forms as they appear on DHA's document lists. Note that a form name is not a tax: the presence of a form on a list does not by itself prove a charge is payable.
- The advance tax payment receipt, where applicable
- For a possession plot, a copy of the site plan, applied for along with the NDC if not already held
Two phase specific notes come straight from DHA's own page. For Phase 11 (Rahbar) and Phase 12 (EME), a Property Tax Clearance Certificate from the Excise and Taxation Office and a TTIP paid receipt are required for plots and constructed properties. For service benefit plots, a NOC from the GHQ AG's Branch (W and R Directorate) is required, and for retired JCOs and NOKs of deceased personnel, attested pension and discharge documents apply. A minor must appear in person even where a court appointed guardian is acting.
DHA's own charges
These are DHA's charges only. Government taxes are separate and are covered in the next section. The schedule below is the revised schedule in force since 1 July 2025. Some published tables fold the sports fund into the transfer fee and some show it separately, which is why you will see two versions of the same numbers online. Both are shown here so neither surprises you at the Finance counter.
| Plot size | Transfer fee | Sports fund | Combined figure seen in some tables | Buyer membership fee |
|---|---|---|---|---|
| 5 marla | Rs 52,500 | Rs 10,500 | Rs 63,000 | Rs 75,000 |
| 8 marla | Rs 84,000 | Rs 10,500 | Rs 94,500 | Rs 75,000 |
| 10 marla | Rs 105,000 | Rs 10,500 | Rs 115,500 | Rs 75,000 |
| 1 kanal | Rs 210,000 | Rs 10,500 | Rs 220,500 | Rs 150,000 |
| 2 kanal | Rs 420,000 | Rs 10,500 | Rs 430,500 | Rs 200,000 |
For comparison, a house transfer costs 1.5 times the plot rate for the same size. By custom, the transfer fee and membership fall on the buyer as the incoming member, while the seller's DHA side obligation is clearing outstanding dues so the NDC can issue. Agent commission, where an agent is involved, is a market practice of around 1 percent from each side and is not a DHA fee.
