Buying Commercial Property in Lahore: What Changes When It Is Not a Home
Commercial property in Lahore plays by different rules. The tax code treats a shop the same as a house, but society transfer fees, GST on commercial rents and what you must verify are another story. Here is what actually changes, with verified figures.

Buying Commercial Property in Lahore: What Changes When It Is Not a Home
Most Lahore property guides talk about houses and residential plots, then quietly assume commercial property works the same way. It does not. A shop, an office floor and a commercial plot are three different products, they are priced on different logic, and the bill at transfer can look very different from what the dealer quoted.
Here is the part most buyers get wrong on day one. The tax code does not care that the property is commercial. Sections 236K, 236C and the capital gains rules apply at exactly the same rates to a shop as to a house. But the society's own transfer fees are several times higher for commercial sizes, rented commercial property carries a 16 percent sales tax on the rent, and the verification checklist is longer. This guide covers the differences that actually matter, with figures checked on 29 October 2026.
Last updated: 29 October 2026. Reviewed by Shakir Estate. Tax rates below come from the FBR withholding tax rate card for tax year 2027 and practitioner summaries of the Finance Act 2026, accessed 29 October 2026. Society fees and file rates come from third party compilations of DHA's 1 July 2026 phase schedules. Listing prices are asking prices, not confirmed sales.
The short version
- Three products hide behind the words "commercial property": a commercial plot (land), a built shop or office (an income producing unit), and a commercial file (paper for an unballoted plot). A 4 marla commercial plot in DHA Phase 6 and a 4 marla commercial file in Phase 10 are different investments at different price levels. Never compare a plot price against a file price.
- Buyer and seller taxes are the same as residential. Section 236K charges the buyer 1.25 percent if you are an active filer, 10.5 to 18.5 percent in tiers if you are not. Section 236C charges the seller 2.75 percent filer, 11.5 percent non filer. There is no separate commercial rate anywhere in the rate cards.
- The society fees are where commercial gets expensive. DHA Lahore's current schedule charges Rs 210,000 to transfer a 2 marla commercial plot, Rs 420,000 for 4 marla and Rs 840,000 for 8 marla, plus membership and verification charges. That is several times the same size residential transfer.
- Stamp duty is genuinely uncertain right now. An April 2026 ordinance cut it to a uniform 1 percent, but ordinances lapse after 90 days and the consolidated Act still shows 2 percent urban, 1 percent rural. Confirm the current rate at the e stamp portal before paying token money.
- Rented shops and offices carry 16 percent Punjab sales tax on the rent, charged by the landlord since 1 July 2025. Personal dwellings are exempt under the same framework. This is a real running cost for investors to price in.
- Commercial verification has one extra layer residential buyers skip: the commercial use itself must be legal. A house on a commercial road is not automatically a legal shop.
What "commercial property" actually means in Lahore
Start by naming which product you are looking at, because the market treats them as separate things.
A commercial plot is vacant land in a designated commercial block or on a notified commercial road. Common DHA cuts are 2, 4 and 8 marla. Value comes from frontage, footfall, visibility and the corridor it sits on. A 4 marla plot on DHA Phase 6 CCA is a different asset from a 4 marla plot in Phase 9 Prism's Civic Zone, and the asking prices show it.
A built commercial unit is a shop, an office floor or a whole plaza building. You are buying rental income as much as land. The building's condition, approved covered area, lift and parking, and whether it was actually built to the approved commercial plan all affect value. A basement built without approval is a liability, not a bonus.
A commercial file is paper. DHA Phase 10's 4 marla commercial file, for example, was quoting around Rs 1.43 to Rs 1.52 crore across two dealer sources in the last week of October 2026. Files trade on expectation. What you eventually get depends on the ballot, the zone allotment and whether the development actually moves.
All three can be reasonable buys. The mistakes start when a buyer compares a file's price with a possession plot's price, or judges a shop by its sticker price without checking the rent it produces.
The taxes: same as residential, and that is the point
This deserves its own section precisely because the most common myth is that commercial property is taxed harder. At the federal level, it is not.
| Tax | Who pays | Filer rate | Non filer rate |
|---|---|---|---|
| Section 236K (advance tax on purchase) | Buyer | 1.25 percent flat | 10.5 percent to Rs 50 million, 14.5 percent to Rs 100 million, 18.5 percent above |
| Section 236C (advance tax on sale) | Seller | 2.75 percent flat | 11.5 percent flat |
| Capital gains tax (property bought on or after 1 July 2024) | Seller | 15 percent flat on the net gain, no holding period benefit | Minimum 15 percent, can go higher under the normal slab |
| Capital value tax (urban Punjab, on transfer) | Buyer | 2 percent of value | 2 percent of value |
Two things to note. First, the late filer category is gone for 2026-27. If your return went in after the deadline, you are treated as a non filer for these transactions. Second, Section 7E, the deemed income that used to need an exemption certificate at transfer, was abolished by the Finance Act 2026.
